Minutes of meeting held at Salvation Army Hall, Seddon St Waihi, Monday 20 October 2003.

Meeting opened at 7.25 p.m.
1. Update - what has happened since our last meeting (contributions from all):
(a). The Pumps are working again.
(b). Union Hill tours 12 attended the Wednesday tour. All agreed worthwhile and enjoyable. (Homer suggested that Peter Jackson might be interested in using the area for filming). Comments included the observation that there was a surprising amount to see, and that huge credit goes to Eric for work that he has done in unravelling the mystery and providing the comparisons of how it was with how it is now. Those who couldnt make the tour but are interested in seeing what Union Hill has to offer are to contact Kit Wilson to arrange suitable date/time.
(c). Waihi Leader has not been sold. Negotiations for the sale are ongoing. Watch this space!!
(d). Tui reported she had made a presentation to NWO department heads. It was agreed that the presentation had been well received. Tui had also spoken to senior people on the marae with a view to future involvement with a mixed response.
(e). Public submissions on Favona closed on 7 October 2003.
(f). 122 Kauri trees have been planted on the bank of the Eastern stream, and the pine trees on the western side have been cut down.
(g). NWO has spoken to Iwi groups and have:
- Concluded a Memorandum of Understanding (MOU) with Ngati Maru.
- Talked to Ngati Tamatera, Ngati Hako, and Ngati Taratokanui regarding issues and concerns and processes to resolve these.
(h). There has been a positive response to on-selling of houses in Roycroft, Slevin and Grey Streets affected by the publication of the IGNS report.
(i). A second rig has started drilling on Union Hill.
(j). Dave Ingle has had discussions with LINZ as the owner / guardian of land around the Pumphouse and part of Union Hill. Dave was told that;
- LINZ would go along with recommendations made through the WCCC process and would not disregard any decisions made provided they included appropriate input from Historic Places Trust, Hauraki District Council and the community, including Iwi.
- There is a process that LINZ would have to go through for the land they presently own to be revested in another owner.
- LINZ are undertaking further investigation into this possibility.
- A representative from LINZ would be happy to attend a future WCCC meeting.
(k). A question was asked about the renewal of exploration / drilling rights. Dave undertook to a provide summary in response to this question. (An answer will be given at the next meeting).
(l). Update on Mosquitoes. Report written by W F Donovan of Bioresearches read to group. A copy of that report is attached to these minutes.
(m). Property Sales Assistance Programme
Of the 19 properties involved, 10 have actively tried to market their homes and offers have been made to these 10 on the basis of valuations obtained. 6 of the 10 have taken up the offer; the last one was completed end of October. The offer has been made to the others that they put their homes on the market for the next 3 months. Offers made may be topped up to the market value.
(n). HDC has updated Waihi valuations. Waihi prices havent changed; Paeroa has dropped, Ngatea risen by 15% and Whiritoa risen by 150% on beach front and 75% further back from the beach. Noted that one property close to Favona (in Moore St) had dropped $7,000 in value.
(o). Harry Duynhoven Minister of State was in town that day (20th October) to discuss the community, Golden Legacy and Favona.
(p). The Branch Committee of the Historic Places Trust has secured funding for a brochure for Karangahake, Waikino and Waihi. They are looking for a further $3,500 to publish the brochure.
(q). Norm has located a Boiler from the Pumphouse and says that this could be obtained and relocated on site.
2. Youth Representation:
Tessa had spoken with Naomi the youth supervisor at the Community Centre. Collette had spoken to Pauline Cowen at the student centre at the College. Dave Ingle is to follow up and speak to Alister Cochrane, Principal Waihi College, about the best way to organise a meeting with students in light of end of year exams and other pressures. The plan is still to do a presentation and encourage participation in the WCCC process by inviting youth to contribute ideas and consider having a representative on the Committee.
3. Concept Plan
Frank Boffa of Boffa Miskell gave a presentation which looked at the previous plans for rehabilitation of the Martha Pit and surrounding areas and compared them with the current possibilities.
Rachel de Lambert also of Boffa Miskell followed with a presentation regarding a proposal for a walkway round the rim of the Martha Pit.
Ideas from the WCCC meetings had been collated by Kathy Mason and provided to Boffa Miskell for inclusion into the concept plan.
A copy of the presentation slides will be available at the next WCCC meeting on 10 November 2003.
Discussion
Discussion arising from the presentation included.
(a) Whether the lake fingers are a feasible option.
The answer was that the fingers were only viable if the area was to be mined which would cover the cost of moving the material. The company has decided not to mine the south wall.
(b) Comment in favour of the Lake Fingers option because it seems an appropriate way to address the stability issues of the underlying land.
(c) Why close Seddon St?
Geotech assessment required and peer reviewed.
(d) Where does the money come from to pay for the proposed developments?
Funding is a significant issue. The WCCC needs to start looking at sources of funding including Govt agencies and charitable Trusts. We need to start with a view/vision from Community, and then develop a business case to substantiate benefits and value of funding the exercise. The funding issue needs to go on the WCCC agenda when we have developed the broad proposal and are at that stage.
4. What of the Pumphouse?
(a) Conservation Plan
The cultural heritage assessment that has been previously referred to in discussions is part of the conservation plan. Salmon Reid consultants have been contracted by NWO to prepare the plan and NWO have now received a draft copy. Copies have been passed on to Historic Places Trust in Tauranga & in Auckland.
After Historic Places Trust have had an opportunity for input, the report will be reviewed by Salmon Reid and then provided to NWO.
It is proposed then that the report will be presented to WCCC by Salmon Reid with input and discussion from HPT and NWO. It is expected that an initial presentation will be able to occur at the WCCC meeting on 10 November 2003
(b) Geotech Report.
The geotech report relating to the stability of the pumphouse and the land in the pumphouse area has been peer reviewed. It is expected to go to Hauraki District Council by 10 November 2003.
The report is then to be considered and if appropriate will be accepted by the Hauraki District Council. It is likely that this will occur at their meeting on 27 November 2003.
There was some discussion around whether this process could be speeded up to allow the report to be presented to the WCCC at the next meeting on 10 November 2003 however the advice was that this process must take its course.
(c) The Pumphouse in general.
- The Conservation Plan
- Geotech report
- WCCC view / what Waihi Wants
- Land use /risk assessment
- Historic Places Trust input, and
- Economics
All have a bearing on the outcome of the Pumphouse question. The Conservation Plan will be ready to present to the WCCC on 24 November 2003, the Geotech report will be finalised early in December, and the Historic Places trust input can't occur until they have had the opportunity to review the reports.
5. Discussion about where to from here?
In looking at what information is required to take the next step a discussion occurred around the significance of the Pumphouse in relation to the overall WCCC process. Some expressed the view that there are plenty of other issues to work on and wanted to press on rather than wait for the pumphouse information and run the risk of losing momentum. Others expressed the view that the Pumphouse is the cornerstone of many other plans and said that the focus needs to be on resolving that matter first.
The consensus was that we need to address the pumphouse as soon as possible but that we shouldnt let that hinder our progress and that we should maintain momentum and carry on with other WCCC things.
There was a suggestion that we start with something, a stage 1 concept, such as the Pit Rim walkway so that we are not waiting on the information to decide the Pumphouse. This is to be discussed further.
6. Further Information.
(a) In the course of discussion it was agreed that it would be useful to explore the workings and possibilities for the Martha Trust.
(b) We have also yet to ask a question regarding the risk management issues with respect to the Tailings Storage Facility. This can be a presentation which is ready to go and can be fitted into a WCCC meeting in the near future.
7. Planning for next meeting on 10 November 2003.
A) Monday 10 November 2003
(i) On Monday 10 November 2003 we will receive an initial presentation of the Geotech Report, and
(ii) Discuss the specifics of where to from here as the WCCC.
B) Monday 24 November 2003
On the 24th of November 2003 we will be able to hear from Salmon Reid about the Conservation Plan, and further development of the general WCCC possibilities
C) Monday 1 December 2003
By 1 December 2003 the Geotech report will hopefully have been approved by Council and with that and the Conservation Plan available we will be able to discuss in detail the options for the Pumphouse.
