Minutes of meeting held at Salvation Army Hall, Seddon St Waihi, Monday 15 September 2003.

MEETING OPEN
Meeting opened at 7.05 p.m.

Update - what has happened since our last meeting (contributions from all).
(i) Launch of Pukewa (Don Lockwood’s book)
(ii) Waihi Leader sold
(iii) Lot of business sales / changes
(iv) Council calling for submissions on Favona (due 7/10)
(v) Interest in houses GHD group are looking to relocate from Roycroft/ Slevin/ Newman Streets
(vi) Development in Lawrence Rd sold but for 2
(vii) Newmont presentation to HDC on Favona
(viii) Helicopter in pit / was there installing new power lines in
(ix) Newmont presentation to Lions went well
(x) Newmont presentation to Go Waihi AGM which generated lots of ideas

Cultural Heritage Assessment
Report should be available in draft form at least by the end of this week.

Geotech Report
a) Is presently being peer reviewed, they have some questions, the company has a meeting with the peer reviewers at the end of this week.
b) Report will then be supplied to Hauraki District Council.
c) A report will be presented to the Councillors. HDC is likely to consider the report at their meeting on 30/10/03.
d) Once the report has been considered by Council it becomes a public document.

Union Hill Tour
The tour of Union Hill was postponed due to the weather. Kit owes Dave a beer for not telling him that the tour was postponed. We planned two further dates for the tour, a midweek date of Wednesday 8 October, and a weekend of Saturday 11 October 2003.

Representation
At the last meeting of the WCCC on 1 September 2003 we discussed the issues of representation and generation/collection of ideas from those not currently within the WCCC. We agreed at the last meeting that we each would actively seek input from others. The editorial published in Waihi Leader on 2 September 2003 also encouraged others to make contact with members of the committee.

Members of the committee at this meeting advised that there has been no additional contact from others and no further ideas suggested.

Youth Representation (TC/ SS/ Tessa/ Collette)
Community resource centre
Tessa has approached youth via the resource centre. They are keen to receive info and make a presentation. Will need to discuss further the possibility of participation.
School
Collette was not present to ask about progress with the school.

TC/SS/Tessa and Collette to work further on this.

South Wall
Dave Ingle read a press release to be published tomorrow. The statement indicates that NWO has no plans to mine the South Wall of the pit which means that mining of Martha will end in 2006.
Comments were made that this is seen as a positive step.
A question was asked regarding the stabilising the South Wall. The answer available at this stage is that the investigation of the stabilisation is part of the next stage and will depend on the outcome of the Geotech report.

Presentations from the NZHPT (Aranne Donald and Rachel Darmody)
Aranne and Rachel gave a comprehensive presentation of the role and function of NZ Historic Places Trust. As resources Rachel and Aranne provided flow charts of the Resource Consent and Archaeological Authority processes as they apply to the pumphouse and number 5 shaft. Those flowcharts are attached.



Matters raised included:
(i) Why LINZ is not present on WCCC as owner of the Martha site.
(ii) What protection is afforded to other shafts / sites.
(iii) What information should we be getting from sites before they are filled/ capped
(iv) NZHPT gets involved when application to do something is received
(v) Is historical information currently being collected re pre 1900 shafts.
(vi) HDC is presently capping and filling in shafts – do they have authority if the shafts are pre 1900? Is information being collected as HPT suggests it should?


What further information is required and how is it to be obtained
(A) Cultural Heritage Assessment
When will it be available?
CHA in draft by end of this week, it will be some time before available to the Committee.

What value does it contribute to the WCCC?
It will analyse through historical research what value building has - aesthetic, archaeological, scientific etc
It will present a series of options with positive and negative effects and summary of possible outcomes.


(B) Geotech Report
What value does it contribute to the WCCC?
It is a summation of all work one in recent times, come up with model, addresses stability of pit, HDC looking for impact of different options

(C) LINZ
Newmont will inquire into the LINZ position regarding the land that it owns/has responsibility for.

(D) Youth input
TC and SS to work with Collette and Tessa to see what is possible.

(E) Hazards of tailing dam
NWO to do a presentation to WCCC.

Next meeting.
Dependant on availability of information. Possibilities of the 6th of October or the 20th of October contingent upon the CHA and time required to process. Tim and Sharon will advise re next meeting date.
